
NATIONAL DIALOGUE: Social Cohesion in Montenegro
The National Dialogue represents a continuation of the consultative process previously conducted through local dialogues in five Montenegrin municipalities - Bar, Ulcinj, Podgorica, Bijelo Polje, and Pljevlja - where citizens identified key challenges and proposed concrete measures to improve social cohesion.
The two-day event will bring together representatives of national and local institutions, civil society, the academic community, international organizations, and informal citizen initiatives. Through panel discussions, interactive sessions, and group work, we will discuss strengthening mutual trust, combating hate speech, and including all parts of society in decision-making.
On the second day of the Dialogue, we will review and further develop recommendations from the local dialogues in the five municipalities. Special attention will be given to recommendations addressing systemic challenges that require action at the national level. Participants, together with representatives of national institutions, will have the opportunity to jointly analyze existing recommendations and formulate new ones, aiming to define concrete measures that will contribute to building a more inclusive, fair, and cohesive society in Montenegro.
Additionally, municipalities that have developed and adopted Social Cohesion Charters will be presented, as well as inspiring initiatives led by informal citizen groups that contribute to creating more open and supportive communities.
The working program on both days runs from 10:00 AM to 2:00 PM, with a break for a shared lunch.
